There hasn't been any official word from ATA regarding new tiers, so it's anyone's guess. Until they release some formal statement as to if and when they will be released there's no way of knowing if that may happen in the near future.

20% of the total amount spent. So if it's level four you would get 20% of 600m 850m 1.05b 1.2b which would be 740m.
