Scamming isn't against ToU, so I'm afraid reporting them won't do anything. Your best bet is to warn people privately or find group chats you can provide proof to.
I'm not sure why it's their job to? They made the trading system. Are they supposed to read pms between accounts and make a judgement call, when it could very well be two alts having a conversation? What's your solution
