I'm sorry candybar but that's nonsense. A child is never too young to learn. They're too young to be pushed too hard, but children learn from the day they're born. How could anyone discourage a parent from trying to introduce something to their kid? It's too early to expect much, but the more they see it, the quicker they'll pick it up when they need to
