Yes. The more you upgrade the more you'll get away from max plunder. Before every upgrade have max plunder for your predicted price which you've calculated. Yes, plunder also drops when you level up some dormmates. Take T4. If it goes past Level 2 plunder will slightly decrease.

With slight plunder decrease and max plunder not achieved it will cause a considerable dip to what you can attain with max plunder.
