I kind of like that they have the longer length even though it is one tier. It allows time for people to get the cats necessary -- not everyone would be willing to spend the ECs to purchase them, so it provides time for the player to collect them by other means, such as if they're lucky enough to win them off the spinner or from a party or if they complete offers (which can take time to do).
