My tutors have always been open for hire. If you're just buying a couple small ones you don't even need to ask, but if it's a large tutor or you're taking several billion worth of small ones a simple wall post stating such is appreciated and I generally respond with the affirmative within an hour. I won't flip out and threaten if you don't ask first or don't wait for a response, but I may call you rude and disrespectful (especially if I lost a lot of money due to your laziness or impatience). Lol.
One has only oneself to blame if one's underpriced tutors are hired away, regardless of (farm) war or not. When one uses underpriced tutors to hide cash or to build tutor bonus and enters a (farm) war, one is taking a risk. My solution is to overprice one's tutors if one doesn't want the tutors to be hired away. If one can't afford to do that, please don't hire any tutors. Thank You.
If you are in real war I won't hire, if you aren't I will hire, I'm not going to ask because people don't ask me. They aren't your tutors, it's an open market available to everybody. It's that simple. Highest bidder wins.
