There's an o ring attached (usually used in dom-sub stuff). There's a possibility it's a collar.

it's a choker. the part around the neck is clearly made of satin or some kind of smooth fabric. even in a play setting, i think it's unlikely that's a collar. most bdsm collars are made of leather.

 

It can also just be a regular choker but some ppl might mistake it or assume you're a sub since o ring chokers are used as an indicator

It's a choker I bought in H&M during the hallowen collection a few years ago i think. It's not meant specifically for bdsm play but it is fake leather
