Fill 6 dorms the the top 250k in intelligence and the top 250k in strength crew, basically these should be the first and the last possible 250k people you can buy. Then, upgrade them. That should get you started, after you are finished upgrading all the 250k people then go on and buy the 13th dorm. When you get 16 million (or more), then evict a member and replace it with either the top 16million in intelligence or the top in strength (depending on who you evicted). Hope this helps! ,
