Cease fire, usually used in sfw (strip farm war) to say that the war will be ending and hits on a player will end

What does the green dot means exactly I have seen for example ppl on campus chat but their green light won't be light near our conversation box thingy does it only light up when they're preciously on their chat?

The green dot for regular chat has always been delayed and isn't very accurate. There are times when I talk with people and their dot will be gray even though they are typing something. I wouldn't rely on it.
