Well true ata didnt inform earlier about collecting over 1100 candy will get u chance for rare item . But they did state tat the one who collects most candies gets a special reward so base on tat everyone should work hard for the candies even over 1100 . And if they state the rare award behand . It wont be as fun as everyone knows 1100 is no longer their target . By stating only the top gets special item makes only few to work hard over 1100 , and then reward those who collected many candies
