A heads up, I have emailed support about this glitch already, they have yet to email back except to tell me they are looking into it. Anyone can still join. I declared a locked war and people were still able to join. It's a glitch between android and ios users. So no worries about the locked or unlocked roster!
It will say "locked" regardless if it's unlocked or locked. Just comes to show how people aren't used to warring. This has been around since I joined Mid-2011.
