It's transphobic, usually in regards to transgender women. It basically is saying that they are deceiving potential partners by not playing into gender roles (i.e. by identifying and dressing as an opposing gender from the one assigned at birth). It perpetuates a very harmful stereotype that transgender people are inherently liars and sexual predators.
