That's kind of the point. People are requesting ATA to return all items and cash and whatever else saying player A hacked them, when they can easy tell if player A entered the log in information. So it becomes painfully obvious that the complainant sold or gave the account away an had second thoughts (or plain tried to scam for real money), which is against ToU anyway (account sale) and therefore the proper actions taken or accounts flagged.
