No one knows the stats or prices for tier 7 other than levels 1 and 2 because they aren't worth upgrading. Most users skip from tier 7 level 1 to the next tier if they put in tier 7 crew at all. On top of all of that, the combined stats are different for several of the tier 7 crew as you can see, which makes the tier even more of a hassle for players. I just skipped tier 7 personally and went straight to tier 8 from tier 6.
You always get 20% back of what you originally spent on the crew. So you if you spent 40b, you'd get 8b back. For all levels above level 1 you just add all the cost together and multiply by 0.20.
