If I silenced anyone because I wanted too, you'd already be silenced.

Rose is not threatening him, she is not saying "I am going to have support deal with it" but rather that she is saying they will.

And he is making himself look bad, which I feel is a shame... he said something about her silencing whoever opposes her, he would be silenced already, Rose rather brought to support to see if they can do anything about it... to me HAVOC is acting like a child trying to bring up false accusations that do not fit what is going on.
