It is 100% meant to be beyonce. I think it's from the celebrity hunt? Or whatever hunt that was where they made a bunch of celebrity avatars. There's snoop dog, kim kardashian, rihanna, katy perry and possibly other ppl

 

I believe it’s not snoop dogg it’s actually another guy named Riff Raff. Just V similar lookin

 

This was actually during the hunt “sketch book city” this was one of the premium avatars, along with versions of Harley Quinn & the joker I think
