Keeping 7 running at once >.< it's hell But all in all it's quite easy if you surround yourself with friends and have time to fulfill the needs of your members and talk to them and help them in cc...
I'd say that depending on how strict your club is and how difficult it is to recruit, you might find success in just putting in your status something like "new players follow me and I'll help you get stronger " then just follow and hire every single 1k tut on tutor search. 1050 tuts are typically inactive and 1k tuts are inactive. The two reasons you hire them are so that you don't see them again when you are searching for 1k tuts and also so that it's less likely for someone else to steal them since people dont search for 1050 tuts. You can volley the players that follow back as well as put them in your club. The ones that turn out to be sexters or undesirable can just be kicked. I got 100 members in a day and a half like this so it'll work for you
I made a typo above. 1050 tuts are typically inactive and 1000 are active. Also, if you are using this approach then it's best to make your club page as nice and welcoming as possible. I also suggest making a nice club art to attract people as well. I used this strategy and built up Growth School. My alt now holds it but I let everyone leave it but the club page/message is still the same so you might look at that for inspiration or something.
Owning a club is very stressful sometimes when drama begins, and you realize it's your job to stop it. And trust me with 100 girl members in my club it's a nonstop battle. But getting to know each of them, and working together as a "family" makes it all worth it. I never thought it was a waste of money. It's very fun being an owner
