It's a creative technique that is quite useful on RnB songs. The "crying" sound draws some people in emotionally. It is a technique used quite often. Most memorable ones for me are R. Kelly-Down Low 50 Cent- Many Men Usher-Let it Burn Future-Turn on the lights. Those were probably the songs that stand out in my memory first using this "crying" sound.
