No one signed up for that party. But the purpose is to track parties and make life easier for finding potd. There is no rule that only 1 club can do a party
There are thousands of clubs in pimd. Its impossible that all clubs are gonna do different parties. Some clubs just randomly start a party while waiting for potd to be found and then someone in that club decide to let the forum know if it dropped or not. There is nothing wrong with that.
