There's already a full thread for the timezone conversion the title is TimeZone written by |-_-| in August 2014. The thread for it is here I sort of figured the URL wouldn't work, but you can still search the name and the user who wrote it
This is why i post the #hours #Mins. If you look at the time stamp of the particular comment, add the hours and minutes, there's your local time for the POTD change. POTD always changes at 3pm eastern/12pm Pacific. With months of back to back hunts, most should know when the POTD changes. There's also a Timezone conversion thread that I will look up and post as a link on future POTD days
