If you're monitoring successful and unsuccessful actions then anyone with neither is inactive
I do think every now and again rewarding the team without the inactives is simple. Don't give rewards to anyone with 0 actions

I know it wouldn't give long to join but in a 2 hour war that's already a 1/4 way through
Just a thought then. If at maybe 30mins in, a team has a matched number of inactives, those inactives are kicked so that they can't suddenly join...
