Moderators aren't allowed to silence for usernames, I've been a mod for nearly a year now and there has never been a rule saying that we can.
I suggest you email support, moderators should not be silencing for usernames. Instead we send them off to support to be changed.
Third party contact information, definitely deserved a silence. It's exactly the same as posting a phone number.
