No. PEMDAS is actually Parentheses, Exponents, Multiplication and/or Division, Addition and/or Subtraction. Multiplication and Division, as well...
The parenthesis is solved! The 2+1 is what is in the parenthesis! Then, it falls into the rest of the equation as it appears left, to right.

Why do you say 2×3 first? 2(3) is the same as 2×3. Therefore 6÷2(3) is 6÷2×3, which you would read left to right. So you get 6÷2=3, 3×3=9.
