The only time I remember ATA doing that was in flash sales on Black Friday 2018. I don't think they did it again for 2019 but I may be wrong.

I think you may be thinking about the devs clarifying whether or not promos / CP / amps can all stack together (they can!). That's the only party...
That, or with a CP and/or an ongoing promo. Other than the newish wild amps, amps cannot be stacked with each other. You could never stack amps...
Nope. "Misc cap" refers to a max placed on how much of your misc bonus gets factored in. If you go on your profile, look in your Breakdown Bonus...
For PvP, there is a cap on how much misc gets factored into your hit range. Also I think anyone at their misc cap (that has a decent tb at least)...
