You hit somebody. You can't hit somebody and not give them a chance to hit you back. I forget how long you're locked out from using a peace tag after a hit, but you shouldn't use one anyway. Peace tags are for wussies
I woke up to being hit numerous times of nowhere so I tried eavesdropping since they wouldn't respond why I was randomly being farmed.
It shows how much time is left of peace prevention on your profile when you tap it. It's like 15 minutes from when you hit somebody and then you can use a tag. You can ask general game questions on this thread, or in the #advice channel on the pimd discord.
