Lol you don't get silenced just for bypasses, you can get it for so much others as well.. Like indecent behavior 

Another reason mod's miss silences is because they have to fill out a form on every person they silence. Without knowing that, it is real easy for a mod to look like they are intentionally overlooking or skipping bypasses or any other infraction. Happens alot when campus chat is highly active and moving fast causing history to disappear quickly.
