Depends on the girl, and how receptive she is to being flirted with. I'm assuming whoever it is that was (un)lucky enough to catch your eye doesn't mind attention of that nature. Really you just need to watch the social cues. Does she look like she wants to run away? If so you may want to change tactics. If it were me though, I'd rather you were kind to me than acted like I was sexually attractive, which is what flirting is usually an indication of.
