You can't. They were chosen by the devs. Unless you have some damn good reasons, you have no hope of banning them.

 

Developer. And even If they "don't like" you, they deal with lots of people being silenced, and probably don't remember you. If they really didn't like you it still doesn't matter. If you see someone break the ToU,get a screenshot and report it. It doesn't matter whether they like you. They would silence him anyway.
