Well if it mentions/advertises illegal stuff then hell yes. But if it's like a bypass, it really doesn't count.

That's fine, but if someone reports you for being outlandishly vulgar, harmful, threatening, or breaking some kind of law, then the support team can look at the chat history and see if something needs to be done. Bypassing and cursing is fine in pm.

 

Umm last time I checked u can't get silenced for any thing in private chat. If I'm wrong then they changed something.

 

There are always exceptions. I can't tell you I'm going to kill you in pm.

The tou applies to all ways of communication in game, from forums to pm. They don't monitor the pm and bypassing is a non-issue because there is no filter, but if I was to violate the tou and you were to report me, I could technically be silenced.

 

You can be silenced for a PM if it's a threatening situation.

You can just block a person to stop vulgar pms.
