  1. Are we allowed to post who are scammers or is that against TOU? Or should I just do it anyways?

  2. It is against ToU.

    If you want to post it, there are 3rd party apps that you could post them to like others typically do. That way it won't break ToU and won't have the possibility of being deleted.

  6. Writing a list in public about who's a scammer is considered public defamation and against ToU. I suggest you report the player in a help ticket instead.
