The offers are based on your geographical location, as ATA explained in the original post of the this thread. Your device has nothing to do with it.

Any chance you will have other offerwalls other than tapjoy? I barely get decent offer with it comoared to other offerwalls I played on other games.

 

They first started with Fyber which was even worse than Tapjoy. Switching providers wouldn't ever be out of the question, depending on feedback from players.
