866 is like 888. It’s used for toll free numbers that call and try to sell you stuff.

You should also ask the Canadians, their toll free system is the same.

And for most other countries, toll free is simply 0800

(Also 800 numbers when used internationally result in a charge... Which kind of sucks... So there's a reason why a person outside of Canada or the State shouldn't accept it)
