There's one guy in U.S. campus that's been selling a club with CC and PPA unlocked! I forget his ign though.

Ahhh gotcha. I know that one user that kept making a bunch of threads about it was accused of scamming. Honestly, if you get a good group of friends or even mercs... unlocking parties isn't too too bad. Like it'll take a while but if you buy a kini or two and a cat or two and tell mercs that you'll drop each after Art Skool and Otaku unlocking, you'll have no problem unlocking those party lines.
