Basically, it's what artists or writers (and I suppose roleplayers, too) call a character/persona they create to draw or write about (or roleplay as). Take a novel for example: the characters are all created and developed by the author. Therefore they are original characters. In the case of fanfiction, they are not original characters because the author of the fanfic isn't the creator of the characters ー they are just borrowing them.
