Well firstly I don't think scamming happens very often now. If you get scammed now with the new trading feature around to help prevent that, then you are just a smarty. Secondly no I don't think there is one
If you read ATA's forum ode of conduct, it also states that you can't report nor accuse other players within forums, and if you have a problem, or complaint to file it through ATA privately. There's more info if you read it, I just can't remember it all and I don't want to write down wrong info either. So in short, "scammer" lists in forums wouldn't be allowed.
If you actually read the tou you would also know that scamming ec items ie cats is very much against the rules as a player spent real money on them
We have a trading system now so if you choose to trade via cats/kinis/dvp and the like, you agree to take a risk until those items are included somehow in the trading system as well. It's against tou to ask for items of ec value like cats as it is extortion. That includes cf terms and other situations. Naming scammers in public channels isn't allowed either as it is defamatory. If you find a scammer you believe is being disruptive to the gameplay of others, you can go ahead and report them via Help. Otherwise, it's best to always play safe and not take too many risks when trading those items. Locking
