this game is supposed to be 17 , but there is nothing that enforces the rule.

I've been playing since I was 14 so I can't support this. There's nothing about the game that warrants it to be 17

(I'm 19 now btw to give some perspective)

I started when I was 13  so I can't really speak on the topic either. But I will say that the rules were enforced more back when I was 13. More snitches.
