You have to be a natural born citizen of the United States of America in order to be the President of the United States. Therefore you have to be a citizen from birth, but not necessarily born here.

There was something special in his case. I don't remember what it was, but yes you must be born in the US yourself to run for president
Like they said above, you have to be a natural citizen from birth. Children that are born abroad to U.S. citizens are afforded natural citizenship to the U.S. The only question about Cruz is that his father was already a Canadian Citizen and his mother shows up on Canadian Voter registration, which would indicate Canadian Citizenship. If it was different then McCain wouldn't have been allowed to Run in '08 since he was born in Panama.
This is why the whole "Obama born in africa" thing doesn't even matter, his mother was an American citizen at the time of his birth therefore he was born a US citizen no matter where he was born
