the devs have nothing to do with there not being any wars or enough wars. the declare war button is still available. players are in full control over warring.
You mean you have to change the mind of every single person in this game to actually care for war*. 1000 people actively participating in wars isn't nearly enough to get a WHOLE COMMUNITY to accept wars especially when the game has almost 0 focus on it other than being a thing to do on the side.

Its not going to go away, there needs to be a way to promote club loyalty... Too many people are jumping from club to club now adays that its difficult to find a club war without mercs, that will agree to war terms... Yadda yadda. Stupid fucking parties
