Regular candle wax.  burn a white candle, collect some wax, while it is still hot (but not hot enough to burn you) apply it to your face in the desired pattern and color over it with your makeup. As long as it's hot enough when you stick it to your face it should stay put for a few hours.

I took a class in costume make up one summer a few years back and one of the girls there was allergic to liquid latex, and this is what the instructor taught us. It's simple but tricky in the way that you've gotta make sure the wax is the correct temperature when applying it to your face. I burned myself the first couple if times I used this method, so just be careful!
