It seems like your friend was misinformed, Puerto Rico did a vote on whether it WANTED to become the 51st state. It got a majority vote but there'd still be a lot of hurdles before we added another star to the flag

 

We shouldn't add anymore, 51 is such an odd number

Texas is NOT wanting to become their own country. However, Texas is the only state that can become their own country. Also the only state that can have their flag as big as the American flag.

 

Actually Wallace, Texas has an online petition to send up for Texas to secede from the union. I know because I've already signed it months ago
