When I draw anime, I think of how I want the picture to look in my head first. When I was little, I used to draw each piece of the drawing on a different piece of paper. Like I would draw the head on one paper, then the eyes on another paper. When I think I've adjusted each piece to the way I wanted, I used them to put them together on one paper. That's what I used to do when I was little. But I'm an artist so i don't use that technique anymore, although I found it was successful for me as a child.
