From what I've heard of the US poor Canadians are still better off. We have more social systems in place for the poverty stricken

Yea, if you're poor in America, you're screwed. I literally never go to the doctor unless I'm like, dying, because I can't afford that. I'm not even poor. I went to the dentist yesterday, and am crying about how much it's gonna take to do maintenance on my crown (I was v clumsy as a child... Now I have a lifelong expensive reminder) As for staying cool, I suggest the pool. Or go sit outside in the wind; it is probably better than being inside. Stick a bag of frozen peas on your forehead, or soak a rag in water and put it in the freezer, apply to forehead.
