People have been asking ATA to bring back old shards for a long while since they have them doing nothing in showcase so I think nothing's wrong with bringing shards back. Personally I don't mind it especially since I was a newb when some of these were out or I wasn't around. But now I'm better off. I think it would do well to have new shards as well around the same time. But it would be nice if the new ones were not recycled.
